Opening Thorak's chest should complete both quests. Walk to Cecil's home and finish Baltimore's Nightmare. Return to the riot and complete the scene based on the evidence you have gathered. Even though I succesfully completed "Suspect: Thorak" because it is green ticked. As soon as I finished Act II it gets marked with a red cross!

Inside, you can search some books scattered on the floor, as well as a dresser in the corner. A search of the latter will yield you some notes from the priest. Now you can head back to where the crowd has gathered outside of the prince's quarters.
When you get there, talk to the dwarves that are standing around near the edge of the mob, furthest from the prince's chambers. You'll speak with a dwarf who claims to have made the chalice from which Saskia drank. You can ask him some questions about the chalice. If he is spared from the mob during Chapter II — The Walls Have Ears: The young prince was found guilty of poisoning Saskia, but he could consider himself lucky as he was merely imprisoned, and not torn to shreds by the mob.
